D-H Planners Seek More Information On 85.6 Acre Planned Area Development

DEWEY-HUMBOLT-- Plans for an 85.6-acre Planned Area Development that includes 22 acres of outlet stores in Dewey-Humboldt survived a Planning and Zoning Commission review at Thursday's meeting.

But commission members want more information about the project before making their recommendation to the town council.

Dennis Roberts has plans for 85.6 acres of undeveloped property along Highway 69 to the north and east of the American Legion Hall. In addition to the outlet stores, his project includes retail commercial space, medical offices, a restaurant, a small hotel, and a senior assisted living center.   The project will provide its own wastewater treatment system and will use an improved existing water system.  Out of 3 million square feet of land, Roberts said building space would take up only 1 million, leaving the rest as open space.

Resident Len Marinaccio, who owns adjacent property, said he has several concerns abut the project.  "It's obvious a lot of thought went into it," he said, then asked about the effect of the wastewater treatment plant on the northeastern corner of the property.  "What effect will the sewage have on the surrounding area? What about the smell, property values, and quality of life?"

Although the town has a dark-sky ordinance, Marinaccio's other concern dealt with reflective light from buildings and parking lots shining on residents living below the property.

Commissioner Lydia Chapman said the view of the project could afffect three-quarters of Humboldt (she suggested a stipulation for landscape buffers). Effects would include lights at night, and reflected sunlight from glass and structures during the day. She said she would like to see a schedule of implementation.

Commissioner Doyle Wiste requested a traffic impact study on Highway 69.  At the suggestion of Chairman Boyce Macdonald, the commission will meet in a work session on Thursday, July 20.
